Licensing Key Indicators have been around for approximately 40 years. They were first proposed back in 1978 when Dr. Fiene initially presented the methodology to the Federal Department of Health, Education and Welfare (now known as the Department of Health and Human Services) as a means of conducting streamlined reviews of the FIDCR - Federal Interagency Day Care Regulations.
